WhatsApp service messages cost money from 1 October 2026
Meta will charge for WhatsApp Business Platform service messages from 1 October 2026 after 1,000 free per number. What it costs in India and how to plan for it.

From 1 October 2026, Meta will charge for service messages on the WhatsApp Business Platform, the free-form replies a business sends inside the 24-hour customer window, at the same per-message rate as utility templates. Service messages have been free since November 2024. Hospitals, labs, clinics and small businesses that run support, appointments and report delivery over the API will see a new line on the bill.
What is changing
Meta's pricing documentation states that effective 1 October 2026 it will charge for service messages per message, at rates set by market that match utility and authentication rates. The same page says utility templates sent inside an open 24-hour customer service window, free since July 2025, will also be charged from that date. Messages inside the 72-hour free entry point window, opened when a customer starts a chat from a Click to WhatsApp ad or a Facebook call-to-action button, remain free for delivery.
Business solution providers who track Meta's page report a monthly allowance: each business phone number gets 1,000 free service messages per month, with charges from the 1,001st and no rollover; 360dialog notes that Meta added the allowance to its pricing page on 1 September 2026. SendPulse reports the same figure, and Chakra reports no volume discounts on service messages.
Service conversations became free on 1 November 2024, so for nearly two years a support-heavy business paid almost nothing for replies. The per-message model itself dates from 1 July 2025, when Meta moved from conversation windows to charging per delivered template message.
What it costs in India
Rates are per market. India moved to rupee billing on 1 January 2026, when marketing rates were also raised, and saw further rate adjustments on 1 April 2026. Blueticks put the India marketing rate at ₹0.8631 per message, up about 10 percent from ₹0.7846, and the India utility rate at ₹0.115. Because service messages will be priced at the utility rate, Wati estimates the India service rate at about ₹0.115 per message.

A worked example. A lab that sends 6,000 free-form replies a month from one number would pay for 5,000 at about ₹0.115, roughly ₹575 before tax. That is small. The exposure is at the other end: a hospital call centre answering 60,000 chats a month from one number would pay for 59,000 of them. Separately, Meta Business Agent, Meta's own AI reply feature, moved to token billing at $2.00 per million tokens from 1 August 2026, and those charges apply even inside the free entry point window.
What this means for hospitals, labs and SMEs
- Count your numbers. The allowance is per business phone number, so a group with a number per branch gets 1,000 free messages per branch.
- Split traffic. Report delivery and appointment reminders are utility templates and already cost money outside the window; the new cost lands on chatty support.
- Shorten conversations. A bot that sends five messages where one would do now costs five times more.
- Keep the free entry point. Ads that open a 72-hour window stay free for delivery; if you run Click to WhatsApp campaigns, route support into them.
- Watch the AI. If you turn on Meta Business Agent, tokens are billed separately and even inside the free window.
- Show the cost in the software. Staff should see the running count against the 1,000 allowance and the per-message rate before they press send.

Steps before 1 October
- Export last month's message log per number and count free-form replies.
- Multiply the count above 1,000 by your market's utility rate.
- Convert repeat replies into utility templates where they are transactional, and shorten bot flows.
- Check whether your business solution provider passes Meta's rate through or adds a margin.
- Tell finance that the new line is coming.
Frequently asked questions
Does this affect the free WhatsApp Business app?
No. The change applies to the WhatsApp Business Platform, the API used directly through Meta or through a business solution provider. SendPulse's summary of the change states that the consumer WhatsApp app and the free WhatsApp Business app are not affected. A clinic replying by hand from the app on a phone pays nothing extra.
Is the 24-hour window going away?
No. The window still opens when a customer messages you, and you can still send free-form text inside it. What changes is that each such message is counted, and once a phone number passes 1,000 in a month, each further message is billed at the utility rate for the recipient's country, with no volume discount.
What is the utility rate in India?
Blueticks and Wati both report the India utility rate at about ₹0.115 per message in 2026, after India moved to rupee billing in January 2026. Meta publishes rate cards by market on its pricing pages, and volume tiers exist for utility and authentication templates, though providers report no volume discount on service messages.
